The report entitled “Horizon Europe’s Legal, Financial & Administrative Rules – A Report on their Practical Use”, prepared within the scope of the Horizon Academy project, in which TÜBİTAK is also a partner, has been published under the Horizon Europe Programme. The report presents comprehensive findings regarding the legal, financial and administrative processes encountered in projects implemented under the Horizon Europe Programme.
Within the scope of the report, the views of a total of 1,360 participants from EU Member States and Associated Countries were evaluated; and the experiences of coordinators, researchers, project managers and administrative staff involved in the Horizon Europe Programme were analysed.
The study particularly addressed stakeholders’ experiences and challenges regarding:
Grant agreements and consortium agreements,
Personnel costs and other direct cost categories,
Lump Sum funding schemes,
Use of the Funding & Tenders Portal,
Intellectual property management and open science requirements.
The report highlights that the simplification measures introduced under the Horizon Europe Programme have yielded positive outcomes in certain areas, while also drawing attention to continuing challenges related to administrative burden, differences in implementation and legal uncertainties. The findings are expected to contribute to the design process of FP10 covering the 2028–2034 period.
The report, which also benefits from the experiences of Legal and Financial National Contact Points, is expected to serve as an important reference source for both project beneficiaries and policymakers.
