The DUT Partnership strongly commits to actively engage in a consultative manner with representatives of urban public administrationfor its activities. As problem-owners and experts for urban use cases, involving their experience, needs and requirements is essential in order to develop challenge-driven and innovative solutions.
The DUT Partnershipsteps up the game to tackle urban challenges by enabling local authorities and municipalities, business and residents to jointly translate global strategies into local action. We strengthen existing skills and tools to make urban change happen and boost urgently needed transformations towards climate-neutral, liveable and inclusive cities. The Partnership pursues this aim in three “Transition Pathways”: (1) Positive Energy Districts and Neighbourhoods (PED), (2) Circular Urban Economies (CUE), and (3) The 15-Minute City (15minC).
They plan to base the strategic development of each Transition Pathway on continuous exchange and consultation with city representatives in dedicated City Panels of around 20 - 30 cities in each Transition Pathway and therefore invite for an expression of interest.
Selected members of the panel will have the opportunity to
- shape priorities of a transnational European R&I programme by bringing in local expertise, experiences and needs,
- exchange, discuss and learn from experiences of other European municipalities and cities,
- actively contribute to developing strategies towards climate-neutral, sustainable, inclusive and liveable urban environments.

Please note: In order to ensure geographical balance and consider city size and specific ambitions of the interested cities, the DUT Management may need to select a limited number of members for each TP City Panel. All interested cities will also be invited to become part of the DUT AGORA and engage in various forms of stakeholder exchange and co-creation.
Tasks, benefits and working mode
The three DUT City Panels shall each serve as an advisory board to their respective Transition Pathway (TP), and be composed of around 20 – 30 city representatives.
These representatives should have the following qualifications/positions:
- PED City Panel: The panel shall consist of experts from city administrations (city, municipality or entity providing key urban services) with a combined knowledge in energy planning and the transformation of the urban energy sector (integrated in urban planning processes), sustainability strategies (e.g., Smart City strategies) and the implementation of concrete measures supporting the energy transition (e.g., in zoning, urban retrofitting/revitalisation, shared mobility, etc.)
- 15minC City Panel: The panel shall include experts from city administrations (city or metropolitan level, municipality), key public mobility providers ) and are expected to have a practical professional background in the wider field of mobility transitions, such as in personal mobility, transport of goods, city planning, social sciences with a focus on mobility, and others.
- CUE City Panel: The panel shall consist of experts from city administrations (city, municipality or entity providing key urban services), with a combined expertise in urban resource flows, urban metabolism, and multi-functional urban greening approaches on the one hand, and matters of social cohesion, urban liveability and equity on the other.
Activities of the City Panels include:
- Identification and discussion of cities’ challenges, needs and requirements regarding implementation and replication processes
- Strategic reflections on priorities and tasks of the TPs
- Sharing experience and good practice regarding strategies on urban development, the energy transition, the mobility transition, circularity and nature-based solutions and similar topics, as well as concrete projects in the respective cities and innovation projects in DUT
- Support in promoting DUT/TP activities as “ambassadors”
- Participation in working groups on specific content-related tasks (optional)
Expected benefits for City Panel members:
- Peer-to-peer learning: Be part in a city network of peers to exchange on experience in conceptualisation and implementation of innovation projects for urban climate-neutrality,
- Co-creation and agenda-setting: Contribute to setting priorities of the transnational R&I programme of DUT, based on cities’ needs,
- City Promotion: Position your city as a front-runner in the field of urban transitions,
- Community: Become part of the wider DUT stakeholder community (AGORA), make use of existing networks and build new networks.
Meetings and activities:
- Around two meetings/workshops per year (on-site/online)
- One case study excursion per year
- In-between exchange via a provided platform (online meetings/webinars, sharing of documents, and exchange, etc.)
- Expected resources needed: 50 – 100 hours per year (including site visits and travelling)
