
The European Commission’s 2028–2034 Multiannual Financial Framework (MFF) has introduced National and Regional Partnership Plans (NRPPs) as the primary framework for programming EU funds. As Member States begin preparing these plans, a critical window of opportunity has opened for cities and national climate platforms. This process, driven by the need to reflect urban requirements in national funding strategies and determine investment priorities, holds particular significance for urban climate transitions.
Cities deliver a major share of the on-the-ground investments required to achieve Europe’s climate targets. However, the success of these efforts has been linked to securing adequate and direct access to EU funding.
The webinar, co-organised by CapaCITIES and NetZeroCitiesEU, addresses how cities and national platforms can participate in NRPP processes, influence national priorities, and reinforce financial support for climate-neutral and resilient cities.
Poland and Portugal Case Studies Examined

Representatives from these two nations, who have been actively shaping draft NRPPs through working groups and dialogue processes, shared their motivations for involvement, their stakeholder engagement frameworks, and the key lessons learned to date.
