Water4All Partnership
Water4All (Water Security for the Planet) is a European Partnership that aims to contribute to ensuring water security, protecting water resources, and strengthening the long-term resilience of water management. The Partnership is supported by the European Commission under the Horizon Europe Programme. The 2026 Joint Transnational Call (JTC) aims to support research and innovation projects under the theme of “Sustainable Water Management.”
Water4All 2026 Joint Transnational Call is Open
The 2026 Joint Transnational Call, launched under the Water4All European Partnership with the participation of 32 funding organisations from Europe and beyond, opened on 8 September 2026. The Call aims to support research and innovation projects that contribute to long-term water security.
Call theme: Sustainable Water Management
(Extreme events and circularity are out of scope.)
Topics Covered by the Call:
Topic 1:Integrated monitoring and assessment for sustainable water management.
Topic 2: Nature-based approaches for resilient water management at hydrological and hydrogeological system scale.
Topic 3: Smart, secure, and adaptive water infrastructures.
Topic 4: Resilient water systems through systemic change, policy coherence and inclusive governance.
The call topics are overlapping and non-exclusive. Thus, proposals must address at least one of the following topics and may integrate multiple topics where relevant.
Mandatory Documents to be Reviewed Before Application
The following documents should be carefully reviewed before submitting an application:

National Rules:The national documents should be carefully reviewed, including the call timetable and all applicable national rules.
Application Procedure: The application process consists of two stages. Project proposals that successfully pass the first stage will be invited to submit a full proposal at the second stage.
First-stage application: Applications will first be submitted at the international level and subsequently at the national level under the TÜBİTAK 1071 Programme. In other words, in addition to the international application, Turkish institutions/organisations participating in the project must also submit a first-stage national application to TÜBİTAK through the PBS system, including the required electronic signature, by the specified deadline.
Second-stage application: Projects that pass the first stage will first submit their full proposals at the international level. For project proposals that are successful in the second-stage evaluation, the national application process under the TÜBİTAK 1071 Programme will subsequently be carried out.
Project Duration and Maximum Funding
Duration of the Transnational Projects must be 36 months.
For each project, the funding requested from TÜBİTAK, excluding Institutional Contribution and Project Incentive Premium (PTI), may not exceed:
EUR 190,000 per project;
Per coordinator institution:
EUR 100,000 for higher education institutions, training and research hospitals, and public institutions and organisations;
EUR 190,000 for private-sector organisations.
