European Union (EU) Horizon Europe Framework Programme is the EU’s key funding programme for research and innovation with a budget of €95.5 billion and be carried between 2021-2027.
When legal entities are involved in projects as a beneficiary and projects’ cost model is “actual cost reimbursement”; the sum of their direct costs and 25% flat rate indirect costs calculated over their direct costs, are funded up to 100%.
Direct and indirect costs categories within the scope of support are presented in Table 1.

To which extent beneficiaries’ costs will be funded is determined in the work programmes published under each sub-field of the program they are applying for.
Each topic in the work programmes is funded through a defined funding scheme, and the funding rates of different models are given in the Table 2 below.
